The Study:

MTO has undertaken a study to determine short and long term transportation improvements associated with existing Highway 26 within the Georgian Triangle area.  MTO retained AECOM to provide professional consulting services for this work

The Analysis Area:

Study Objectives:

  • Provide an up-to-date assessment of current travel activities and future travel demands in the study area;
  • Identify current and future road network deficiencies;
  • Propose transportation improvements to address identified deficiencies;
  • Recommend future engineering and environmental assessment studies necessary to obtain approvals for and to implement the recommended improvements.


The results of the current Highway 26 Transportation study have been documented in a Needs Assessment Report. To view the report, click here. The report has also been provided to area municipalities, for their information and use in their long-term transportation planning activities. A long-term improvement strategy is recommended that may include a new highway corridor, from East of Stayner to West of Collingwood, plus a potential bypass of Thornbury. Preliminary Route Planning Study areas for these two corridors are shown below in Figures 1 and 2. A Route Planning/ Environmental Assessment (EA) Study will be required to select the new highway alignments within these study areas.

The Ministry envisions that the long-term improvements will build upon the optimization of existing transportation infrastructure (i.e,. municipal road intersection and road improvements), including non-roadway improvements (such as enhanced local and inter-regional transit and carpooling) recommended in the Transportation Needs Assessment Report.  In addition, further Highway 26 New improvements between Wasaga Beach and Collingwood will be implemented when funding becomes available. 

The timing of the subsequent Route Planning/EA Study has not been confirmed, and will be subject to the availability of funding amongst other provincial priorities. Each year the Ministry carefully plans for and re-examines our highway programs and project priorities across the province.  We are currently focusing our limited resources where they’re needed the most – ensuring that the province’s existing highways and bridges remain safe and in a good state of repair.   

In January 2012, the Ministry of Transportation (MTO) initiated a new long-term planning strategy for Simcoe County and the surrounding area to address the region’s transportation needs up to the year 2041. Over a period of two years, MTO assessed the state of the area’s transportation infrastructure and network capacity and identified existing and future system deficiencies and potential multimodal solutions for further study.

The Ministry has finalized the technical component of work, and held the final stakeholder workshop in March 2014. The Ministry will consider all input on the technical findings in future efforts and work related to the Simcoe Area. The next stage of work for the Simcoe Area will be scoped and considered in the context of other planning initiatives.

Study Organization:

The study was conducted for MTO by AECOM consultants.  A municipal technical team was established to provide input regarding municipal interests.  In addition, external contacts included other provincial agencies, as well as interest groups and the general public identified during the course of the study.
